Yes SAP can be used for design purpose. It can give you the amount of steel to be used, the strength of each member, its load bearing capacity, its joints, connection points details etc. You can model a structure in it, analyse it and see the effect of different forces on the structure and its individual members.... So thats almost all what a designer needs
