Should french drain pipe be placed with holes at top and bottom for surface water.

Local contractor put in french drain that has no water coming out end. I determined that they placed the two holes, (that are 120 degrees apart), toward top and bottom. Thay explained that this was proper for surface water and that you only place holes at bottom for subsurface water. This does not make sense to me.
